Unfortunately, there are times when a church will get a year down the track after their survey having not taken any real action on their results. Many times, they won't realise the value of repeating the NCD Survey anyway.
The main reason for repeating the survey even if no strategic work has been done on their previous minimum factor is that the survey doesn't just measure what they may think of as NCD-related activity. It will measure the principle-based effect off ALL church activity in the time leading up to the survey.
So even if they didn't work on their minimum factor, they probably still made decisions, spent money, and were generally busy doing something. A repeat survey will therefore show them the effect of whatever they did do during that time. In particular, the highest and lowest change charts in an advanced profile are very helpful to look at to see the largest changes that their various activities brought about. So even without focused minimum factor work being done, the repeat survey can teach them a little more about NCD principles and the dynamics of their church. It may also simply show them that, if you don't change anything, nothing changes.
