It can take quite some time for a church to understand the connection between their NCD Survey results and whatever their current vision or focus happens to be. No matter what their vision is, if it is to be achieved and have lasting fruit, it will depend upon them making progress with their minimum factor.
Therefore, in the interests of a church consistently remaining in the NCD process, you may need to help them to understand this in a very specific way. For example, a church may have a strong evangelistic vision and have a minimum factor of Holistic Small Groups. Helping them connect their vision to their minimum factor would involve asking them whether they hope those reached through evangelism will be grown in their church (with the help of holistic small groups) so as to stay and become part of a growing evangelistic work force. In such a discussion, their vision remains the central point because it is what matters most to them. But they come to realise that the fulfilment of their vision will be very limited unless they address their minimum factor.
If a church feels like the minimum factor strategy is detracting from their vision, it won't be surprising that they will drift away from the process and not continue repeating the survey. However if you can help them understand their vision and their greatest hopes and dreams will be realised more fully and sustainably by addressing their minimum factor, there is a much stronger reason for them to remain consistent in the NCD process.
